No, because in normal difficulty, you have enough ammo to use your guns except for maybe the first 3 levels. Giving more ammo on TC so you can use your guns doesn't really change anything or make it easier.
You could maybe argue that it makes the first 3 levels easier, but using a pistol to kill things on TC didn't feel any easier than using a knife to kill things on normal.

This doesn't work because it's the very beginning of the game that's impossible on TC, because you can't really use your knife to kill headlesses. By that point in the game, you would not have collected any extra treasure yet, so your suggestion wouldn't help with this at all.
It would just make it easier and easier as you go through the game, which is not the goal at all. The extra difficulty from TC should come from enemies attacking faster, and projectiles moving faster. If you have more health to the point where you don't care if you get hit, there's no extra challenge.
