I replayed Truth and Reconciliation on Legendary (and succeeded!) and I should mention my whole rant was flawed, because Cortana accessing the Covenant network to get the info about the ring is exactly what happened, and Keyes just commented "oh, yeah, I heard the guard talking about it." Terminals (or subtitles) would have made it easier for me to not miss these plot developments.
