Scientists discuss humans as the "only" sentient race (even though many believe in the existence of God, distant alien races, or both), because we implicitly limit the discussion to beings we can directly observe and experiment on.
The author of the Hard Stuff terminal is actively questioning the S'pht origin, and stops just short of voicing the idea that Yrro and Pthia were naturally sentient like the Pfhor. It seems far from proven that the Jjaro were cyborgs, though it would be a natural assumption for the S'pht to make.
