The Jjarro symbol seen in that terminal is also seen in Carroll Street Station, Hang Brain, Strange Aeons, and Aye Mak Sicur. What's interesting to note is that there are actually two different variants on that symbol—one solid one, which we see most when we're communicating with Durandal on Aye Mak Sicur, and the one we get when communicating with this other, most likely Jjarro, sentience. Now take a look at that symbol; it appears to have a strange pattern within it. And upon closer inspection, that "pattern" is actually a map view of Aye Mak Sicur. ;)

I also believed that it was Thoth who was sending you through various timelines, but now I've come to the conclusion that is instead the Jjarro who is/are doing it. Although Yrro is said to be nothing more than another spelling of Jjarro, if Yrro is actually a single being, then it is likely him who is sending you through timelines, as his symbol is seen on the Electric Sheep levels and then Aye Mak Sicur. It would make sense, as his symbol has a map of the Aye Mak Sicur level inside of it, and said level does actually take place on the "Yrro Station." Also on the level, you'll notice one terminal, with the Yrro symbol, that reads: "my old Pthia, lost, vacant, doubt chaos, overpowering, underwhelming". Pthia was a companion of Yrro, as read in Marathon 2, who was destroyed by the W'rkncacnter, before Yrro "flung the W'rkncacnter into the sun." So that specific terminal obviously was by Yrro, and since the style of it was the same as ones seen before in the game, it's more than likely that it was Yrro who was aiding you the entire time.
Thoth, as he is just a S'pht AI that serves to bring balance to existence, probably wouldn't have had time-travel technology. However, when you finally meet Thoth towards the end of the game, he's the one who brings you down to his lair, as if he has his own plan, which he did. Perhaps he was aware of Yrro's time-manipulation—likely through communication between the two parties—and in turn sought to aid you and the Jjarro in containing the W'rkncacnter.
What's also interesting is that the Thoth symbol appears in all the dream levels (not the failed ones) in the terminals (Where Monsters Are In Dreams, Whatever You Please, and Eat The Path). Could there be a fragment of Thoth in the player's mind, or could the symbol be in those levels for no real reason?
