I just figured it out; at 1280x800 the menu image can only enlarge to 1066x800 while keeping the aspect ratio, and since it's already letterboxed you get black space on all four sides. You could presumably detect the empty space at the top and bottom and take it into account, but that's probably slightly more complicated.
