I don't think that games have necessarily gotten worse since the period you mentioned -- I think the ideas of an excellent game have just shifted. I will always say that Half-Life and HL2 are *amazing* FPS games. The exploration elements, the atmosphere, and most of all the puzzles are so much better than Marathon's. On the other hand, Marathon's combat is just so much more fun. Does that make Marathon better? Not really. I'd say they're about equal, but they cover different aspects of the FPS genre with different strength. I'd be mapping for Half-Life 2, but 1) my computer can't run it that well and 2) Forge is a lot easier than Hammer.
Of course, there are tons of games that are just generic crap -- but really, that's not any different than it was back between '85 and '95. Seriously! Look at the ginormous catalogue of NES games. Most of those were shit. A lot of SNES and Sega Genesis games were shit too. So were many cheap DOOM Clones. The list goes on.
But there are some incredible games out there to me. As has been stated, the GTA series is really a marvelous game, if you can get past all of the media drama. It's good old-fashioned carnage, just like Marathon, but presented much differently. The only reason we aren't still playing Vice City today is because San Andreas came out -- and that's equal parts milking a franchise and adding extra stuff. The GTA games don't have some deep, multi-layered backstory like the Marathon Trilogy does, but I submit to you that that doesn't contribute much to how long a game endures. If the game is no fun, then who cares how deep the story is? Similarly, if the game is a blast, nobody worries too much about the generic plot. See: Resident Evil 4 (it won GOTY 2005 for a damn good reason!).
Ultimately, I'd say that you're too swayed by most of the generic, mainstream crap to dig around a little bit and find the gold. It shines just as brightly as it did back in December 1994.
