Exactly! This is just another balance issue. There's a balance to strike between "simple and easy-to-follow plot with all the answers laid out for you so there's no questions left by the end of the first reading" and "intellectual-sounding gobbeldygook, full of sound and fury, signifying nothing, gesturing wildly toward some esoteric grand truth when in fact there is nothing there to be seen". Great science-fiction or fantasy will start with a rich and very detailed world and history full of all sorts of tiny details and grand themes, which exists only in the mind of the author or in supplementary material written mostly for his own reference; and from there, tell a story of some person or group's adventures through that fictional world. Little details will be mentioned as they are relevant, and (if the story is to be big and epic and such, which makes for the most interesting reading) there will be encounters with the grander themes of the world. But you're not going to find all the little details of the entire world fleshed out in the one story - there will be loose ends and questions. Otherwise, it'd be like telling the story of, say, one American soldier's travails in Iraq over the past few years, and expecting to get the complete history of Earth out of it. Sure, there will be historical references as they are relevant, and references to different cultures besides just the Iraqi and American ones - but the entire history and details about the entire planet just aren't so immediately relevant to that story. Nevertheless, some people in the far future reading that book could derive a lot of implications about the state of the world today and how it got to be that way. And the fact that there are all these references to a larger world history beyond the immediate scope of the story makes the whole thing feel much more real. Now mind you, I don't think that Bungie had a proper story bible laid out for the Marathon universe (in fact I'm fairly sure that they didn't), so it's not quite to that level of planning that "great" sci/fan should be, but it still seems obvious that there were at least rough sketches of larger parts of the world fleshed out - consider the Nar, and the especially the Nebulons, neither of whom are ever seen and who could have just as easily have been omitted from mention. The Nar were at least mentioned as the reason why Durandal's trick with the Drones didn't work, but the Nebulons... all we really ever hear about them is that Juggernauts were designed in part to do bad things to them, that Drinniol don't like them... heck, pretty much just that nobody likes them and they don't seem a major threat to anyone. For a better example, consider the fact that a Hulk from M1 was said to have called himself "Drinniol", in one unimportant terminal somewhere. Then in M2 we are told in passing that a Jjaro-Cybernetic-Junction-implanted Drinniol (which most people probably went "wtf is a Drinniol? some kind of alien I guess") caused the greatest slave revolt in Pfhor history. But hey, put these two little, brief references together... and you get that the Hulks caused the worst slave revolt in history. Then consider that the Nahk revolt mentioned at the end of M2 was the next-worst revolt after the S'pht rebellion about to begin, and that resulted in the destruction of numerous whole stars... but that still wasn't #1, the Drinniol revolt was. So now we have an idea that a Hulk implanted with Jjaro technology caused a horrific mess of the Pfhor empire, resulting in damage worse than the utter annihilation of several star systems. All of this logically deducible from three little offhand references. If that's not pointing toward a consistent larger world and backstory, then I don't know what is.
