This is an unfalsifiable claim. By your statements, Old Bungie had a conspiracy in which they just threw some gunk out and giggled while we tried to figure it out. You can come up with theory after theory about why Bungie did or did not do this or that thing but if you start from the point that Bungie is willing to just lie about it, then you can argue whatever you want and make it seem plausible.
I could start an argument that Bungie finished Phoenix but thought it was too great of a game to release to the public so they kept it hidden. It makes no sense, sure, but it is uses the same arguments you are using here. You can not back your arguments up with anything other than speculation. Forrest is using quotes from Bungie.
In other words, Forrest actually has an argument, you are using nothing more than speculation that cannot be disproved because you rejected the only logic evidence we have for anything concrete.
