That article hypes it up a bit (especially in that abstract there). It of course assumes that space is in fact infinite, or sufficiently big for the possibility of a twin galaxy of ours existing to be reasonable, which is by no means certain (and definitely has no basis in cosmological observation).

As for other possibilities where parallel universes could exist, such as the brane-universe idea in M-Theory, those ideas are purely speculative. Same with the many worlds idea in quantum theory. Of course, there is at least some possible evidence of parallel universes - for example, some physicists have detected fluctuations in the gravitational constant within space, which could possibly be explained by differences in proximity of different parts of the universe to other universes. But the data could be explained by any number of things. So I wouldn't call parallel universes a "direct implication" of cosmological observations.

Of course, that doesn't mean they don't exist. :)
