It's officially not in the same universe, which is about as far as you can go. Their universes are obviously very similar, and given that both are fiction some ficticious connection could always be invented to force the two together (how good of a story that would make is debatable), but since the authors have explicitly said "no, not the same universe", that's the end of that.

If you like you can consider them parallel universes; as far as I can tell, the two are perfectly compatible (no directly conflicting events, and numerous parallels) in the *past*; its just in the future (from our time) that they diverge. But then, further information on Halo's past history could negate even that, and the "not the same universe" edict could include multiverses as well, so even that's not much for one to hang on to for cramming the two universes together.
