This is just speculation, but perhaps the launch angle randomness is the same on all difficulty settings, but the velocity is higher on MD and TC. If it is, that would make the angle randomness more pronounced/noticeable. It would make sense to have higher velocity missiles on the tougher difficulty too - makes them harder to dodge.
