Well, Ral Partha did do the Soulblighter figurine... I wouldn't recommend Citadel, they're too tied up with Games Workshop, who have astounding prices - but the wrong kind of astounding. It could well be worth asking Bungie for something approximating to permission, and then asking a manufacturer if a short run would be doable. You'd probably need to pre-sell, though; I can't see any casting coy being willing to do this without being paid upfront. My researches indicate continued existence for Ral Partha if that helps...
If we're throwing out ideas, it might be an idea to see if someone can get access to a rapid prototyper. That would immensely ease the burden of production ("print" a master fig and cast from a mould of it) and be very cool to boot. IIRC, someone has used one to make life-size versions of Halo weapons and posted about it on HBO's forums...
