My housemate and a friend of his built an aluminum-casting furnace out of a dead washing machine. To get anything of decent intricacy for something like figurines built, they'd need a centrifugal furnace, but they've been talking about building one of those too.
Not that I'm offering their services, just saying... if someone wanted to make a limited batch of figurines, the technology needed to do so isn't that hard to build from scratch. Once you've got casting down, the rest is just art; sculpting the original from which the mold would be made, and painting the cast figurines themselves.
It'd be a decent amount of labor, but with how fanatical the Marathon community is, I wouldn't be surprised if someone did it for shits and giggles and offered to sell the results to the public.
