This is there contact page. They do not have anything specifically for what is trying to be done, so I would suggest writing up a nice letter and emailing it to the Webmaster and snail-mailing it to Bungie Studios.
I would not expect a response from the Webmaster, but who knows. The snail-mail would probably catch some attention. Especially if you sprung for some nice stationary or are good at calligraphy
In all honesty, I would guess the best place to grab their attention is on their forums. Try a search first to see if this has already been discussed. Perhaps you can get some more relevant contact information from a forum thread.
Other than that, Bungie is noticeably illusive. If you know anyone at Bungie you could ask them where to start. If Hamish was still around, he would probably have some good advice. ;)
