If I had to guess, I'd say users who are concerned with "tidy folders" (though I feel compelled to point out that folders full of files are a common occurance in hierarchical file systems, by definition!) are probably more capable of arranging things to suit their tastes after they download, using the Dock, Apple menu, Spotlight, aliases, Start Menu, Applications Menu, etc.; than are users who *aren't* concerned with file system layout (nor, apparently, reading simple directions) capable of getting things working when presented with an unusually barren data folder.

I won't let you spin this as if it were done primarily for the users. Which is still perfectly fine! Creations always have to have the creator's interest in them to one degree or another.
