That's about what it is. Before you can do anything, you need to at least release SOMETHING that any potential team members can guage you on. Screenshots are good, but previously-made maps for Infinity are a lot better. All I had to do is release a few solo maps, for instance, so it's really not that hard to get your name out there if you have the talent. On the other hand, if you CAN'T make maps... well, don't expect people to come to your aid. Like goran said, the leader of pretty much every project is also the main mapper (except for Eternal, I don't know how Fobo did that), on top of usually being in charge of the shapes modeling and most of the story-building. So getting a team of 40 people to take care of every detail for you isn't going to happen. You might get someone to do the textures and/or chapter screens for you, or maybe a few maps... but most of the weight is on your shoulders.
