I can confirm this. The level is definitely playable on Total Carnage with a full supply of O2. In fact, the level is vidable (without using ammo even). But without an O2 recharge panel somewhere between the end of "Their Gamla" and the beginning of "Stewards of the Enigma", it is impossible to complete the scenario on Total Carnage without cheating.
