HALO's Pulse: Why worry?

Suppose Halo is within 25,000 light years of Earth. For argument's sake, let's say Halo is 2,000 light years from Earth.

Now, suppose Halo's pulse was activated. Assuming Halo is a radiation weapon, people on Earth would not be affected by the pulse for another 2,000 years.

This means that Earth's scientists could kick back with a mug of coffee and casually mull over plans for Earth's evacuation, perhaps using massive Ark-like FTL colony ships to be constucted over the next few hundred years.

Likewise, if the Flood gained control of a FTL spacecraft, they could outrun Halo's pulse.

Sure, this would seem to mean fleeing to another Galaxy, or at least fleeing to deep interstellar space to "wait out" the pulse(s)... but I don't see why it couldn't be done with the technology already possessed by humans (and Covenant).

One way to throw a wrench into this idea, is if Halo's "pulse" is not radiation-based and uses some other form of as yet undiscovered energy that travels faster than light. Or, perhaps it opens jump portals, then emmits the radiation through them?
