This seems like a very good possibility. Perhaps, in addition to setting off its own pulse, Halo sends out thousands of FTL "transmitter vessels" that activate all the other Halos. And perhaps there are enough Halos to effectively "box in" all of the galactic civilizations, such that they may have time, but their demise is inevitable.
