Phoenix was never shown in any way to the public, and the only thing we ever knew about it was its code name and MAYBE that it would be some medieval type of siege game (iirc). Halo 2, however, is the sequal to a tremendously popular and successful game, and has been shown to the public (images, trailer, etc.) and been greeted with great anticipation. Pulling the plug on Halo 2 would be the dumbest decision in gaming history; Bungie most certainly would never do it, and if Micro$oft did something that unimaginably stupid, it would get people so pissed off that M$ would lose more money through people retaliating (aka boycotts and the like, not to mention that such a move would be a huge blow to the X-box) than if they let Bungie make Halo 2 but never sold a single copy.
