If that forum software is suitable for your needs, then that would make life simpler :) I like their idea of categories.

If you wanted to move this forum to that software then a import from WebBBS would probably need to be developed, but there would be scope to leverage the work done for the archive search I think. For a brand new forum of course that isn's an issue :)

Having looked some more into the WebBBS (5.12) code, it may well be feasible to abstract the file handling and use something like DBIx::BLOB::Handle which can allow you to work with a column in a database table through a file handle. I have no idea how this would perform compared to the raw file handling, and how well it might scale. I'll play around with it to do a proof of concept to see if this approach is feasible, and then some performance and scalability testing would be good.
