Are we also assuming that the Halos are in a static position? Because I thought Halo 04 was orbiting a planet, and I'm assuming that planet also orbits a star of some sort, so wouldn't that, even if it's miniscule, change where exactly the halo rings hit? if you think about it, that could make a big difference if a few planets survive the initial wave... Or perhaps the halos move into position before firing. Also...the flood aren't an external force, they come from within halo as that is where they are dormant, so 25,000 lightyears around the center of the halo seems large enough to stop the flood, it does not necessarily have to wipe out every single life in the galaxy, though it will wipe out most, but its range is only supposed to be effective to stop the flood from spreading, not be a reset button for the entire galaxy I would think.
