I suppose the biggest problem with speculation is that noone has a detailed explanation of what the halos actually do when fired, and how they work. If they had a Dr Device (from the Ender universe) type effect then the halo weapon could chain react off any matter it comes into contact with and carry on and on and on. When 343GS says that the rings technically have a range of 25000 light years the word "technically" implies a lot, for instance he could mean that if the (assumed) energy wave doesnt connect with any matter then its range is only (!!) 25000 light years, but if it comes into contact with matter then its range could be dramatically increased.
