The standard crew for a Pelican is stated in the books as being 3. The Pilot, copilot, and hatch supervisor (I would assume this individual handles loading and unloading of vehicles as well as handling the rear machine gun. As I recall, in Delta Halo at the bridge, the Pelican drops off a Scorpion along with 2-3 Marines, though can't think of an occasion when a full troop is carried with a tank. This would still give a flight of Pelicans around 22 Marines plus equipment. Two Pelicans with Warthogs and 10 Marines each. One Pelican with a Scorpion and 2 Marine. I agree with this observation. This is also the case at the begining of Delta Halo. If you watch, you will see two Pelicans overhead, but only one drops Marines.
