Those were just quick guesses at about how many people would be on the PoA. I don't mean that since they are more advanced they are bigger, but I mean the ship has many more systems, and they take up more space that would otherwise be occupied by crew. I can't imagine the Halcyon could only fire a few salvo of missiles, that would really give it some shortcomings in a long cruise. After a battle like Reach, it is very likely that the ship simply expended all of it's missiles
I don't have TfoR with me so I don't remember exactly how many missiles the PoA has, but I know it is a fairly high number. The amount of space required to store a large number of anti-ship missiles would be very high. In addition a ship like the PoA was honeycombed, so that would take up a large amount of space for internal structure. I would imagine that as a safeguard the engineering section as well as weapons storage sections are heavily armored in case of penetration of the ships hull (which is already 2 metres in thickness). A ship like the PoA that is fairly new (because of the refit) would likely be as automatic as possible. It'd make sense anyways to have a small crew so you can have more ships for your fleet, which the UNSC needs since its getting pounded on by the Covenant navy. : Note: PoA Bridgeman: "Fire controls to the main cannon are
