I think 'it's' saying that there are 7 dials within which there are 3 cyphers, each of these cyphers contains a different key/method. I'm not sure how those 'three' keys translate through the seven dials though as that would mean information from one dial would be used on another. I'm 99.9% sure that the dials can or should be unlocked without using info from other dials. Unfortunatly I can't find the thread, (this place it getting busy now;) where is said something to that effect.
