My guess here would be that the dials are the steps, and the steps alone. Doing something with the glyphs will give us the steps, which will lead us to three of.. something.
Stacking the dials in the shape of steps may lead us somewhere. I don't see any immediately obvious way to do this, but I've only been looking for about a minute...
