Maybe we're supposed to sum across the numbers, reusing the center 74 multiple times. In the seventh glyph for instance, from top to bottom the numbers add to 181, from upper left to lower right they add to 103 ... etc. You end up with 181, 103, 207, and 96. All four numbers are below 255, which looks a lot like an IP address. Too bad it doesn't resolve.
