MGI is server-side technology. XP is not, generally, used as a server OS... but I'd guess that yes, if you were running IIS under XP, you could run MGI.

I'm not asking you to RUN the application... I'm asking that you WRITE for it. I suppose if you really wanted to be able to test code locally, and had a spare copy of IIS lying around, and wanted to buy MGI (looks like the windows version currently runs $300 or so)... then yes, it might be important to know whether MGI runs under XP. However, if you're looking to help out here, all that's needed is the willingness to learn the language well enough to write a decent replacement for the existing Tricks section, to run on HBO.
