You solved the biggest mystery of them all. Halo is like a giant amusement park ride and to get on it (be a reclaimer) you must be X height tall... LOL. Who knows how tall the Forerunners were. Little gnomes could have built Halo because they had ANTI-GRAVITY. They all could be flying around on little anti-grav scooters like what the Covenant Prophets fly around on. Okay now that that is said, look at Greek mythos. Before the Greek gods there were the Titans and some of them were huge. In fact it seems that everything that was godlike was portrayed as bigger and taller than man. If the Forerunners had some mind that their ringworlds could have religious significance, they would make it APPEAR that they (the builders of Halo) were indeed giants. This inspires awe in all that come after. In further more, you want big doors because it also really sucks if potential followers hit their head on the door archway because they are too tall to fit in your temples. The Egyptian mythos did the same with their gods being giants, as well as Norse, Indian, and Japanese mythos, etc. It is one of those things that many cultures had in common, even today -- say what if an alien saw no humans but ended up at the Lincoln Memorial in Washington, DC. and saw that two or three story tall statue of Abe Lincoln? Humans must have been giants in the 19th century...lol. The Forerunners could have been gnome-sized but their legacy leaves them as giants.
