Me too, until the other day.
The more I think about it, the more I think he means "The Forerunner's survival as a race was dependent upon it." If this installalation was built specifically to contain the Flood, and Cortana confirms Halo was built by Forerunner then it's possible if not likely that 343 is referring to Forerunner in this statement.

Not sure what you mean - 'well conceived' means well-designed or well-thought out. 343 is saying that Halo is very effective at what it was designed for.

But the elites have the same (similar) shields to the MC.
So that can't be it.
