Oh, the possibilties. 1 - The elites may have evolved on the Halo. Gradually as time progressed their numbers grew to the extent that they used up all the space on the Halo. Housing such a large population would use up all the water and all of the land as well. The need to process water from offworld may also be an option. If they like water or need it. Remember that one of the multiplayer levels is a covie hydro processing plant. If they did evolve on this halo then it could add some fuel to the thought of races being able to survive the Halo's pulse while on a Halo. Also to the thought that the Halo's are seeding grounds for races to evolve after the flood epidemic. The blue pulse's may be sending lifeforms in a DNA stage to various worlds. Perhaps an automated process using the regenerative aspect of the flood as a catalyst. 2 - It would make sense for a race in fear of the Halo's to set up base on one. 3 - Religion. The elites may use the fact that their homeworld is a Halo to their advantage by proclaiming themselves the chosen people of the forerunners. If other races were to need proof that the elites were indeed holy people, take them to your Halo homeworld and astound them with your advanced technology. That's if the Halo in the credits is a different one. I think it is. -Hedge
