They could be spying on : us and hiding their true intelligence. At least that's what I think. I need to track down an old friend of mine I haven't seen in ten years. Back about fifteen years ago we were in a mad frenzy making space-faring races and ships. He made a race of space-faring hippos. I need to find my notes on them if I still have them. All the weapons and ships were based on how we viewed a hippo would want them, including water filled corridors and enormous ships. Might me interesting to compare the hippo race to what we know of the Forerunners from a design perspective. For instance, rising water levels might be used during a mating season -- got to make sure the ships have this capability, etc.
