Well im pretty sure it is explained that the grunts speak english becasue the mjolnir armor translates covenant...to an extent. However the forunner are a totaly new species so if in fact they werent human the translating technology wouldnt work. Unless of caorse they were british speaking covenant. But then why differentiate between the forunenr and covenant if in fact they are the same. However i think it would be hilarious for the forunner to be grunts...just imagine a grunt with glasses on his nose, and in a white lab coat...
