I think that like you said the covenant saw halo in the sky from their home world and thought that gods made it.When they got the to the point were they could go to halo.The forerunners were already dead long before there was life on the covenant home world.The covenant thinking halo was made by the gods wanted to keep the humans from geting to halo.The covenant had not found the flood yet or the sentinels because the sentinels were made to stop the flood and the flood hadn,t been released yet so they had no resson to come out of halo.So the covenant thought halo was a tempill of some sort and reading warnings witten on halo they thought the humans were the flood they read about. So thinking the gods will was to destroy the humans they started destroying humans.When the covenant found the flood they thought they were being punised by the gods for not destroying the humans.When they found out the real resson for halo they tried to stop the flood from geting off halo.They also tried to keep anyone from activating halo.Now that they know the real resson that halo was built their religion is totaly destroyed and they want revenge for what has happend to them!!!
