No, one of his functions was to keep the flood from breaking out. Every type of lifeform is special in some way, whether it be a virus or other. The flood was kept there in small amounts to study and they were free to reproduce. BUT they were contained perfectly and safely. UNTIL the cov let them out. He's happy to see them because they are still a life form, and it means that they survived an eternity. He's happy for them as long as they don't start to infect others and spread. as long as it's contained and their hurting on one, why shouldn't he be happy to see them?
