One possible explanation is that since the Monitor was the only one who would ever be reading those files, there was no need to mention him.

I'm wondering if that was the reason that the Flood was contained and preserved instead of being completely destroyed. It would make quite a weapon: Find an enemy planet, seed it with Flood from a safe distance, wait, then kill the Flood through some unknown means (perhaps a localized version of Halo's pulse weapon) and take over.
