It might just be that the small arms aren't "new?" Most of the weapons shown so far are. The forerunner weapons obviously are new. The railgun and sticky detonator are new. The BR isn't "new" per se, but it did sit out the last 2 Halo games. The DMR isn't new, but it probably needed to be revealed due to the BR having being revealed, in order to make us aware that the DMR isn't gone.

I guess the AR throws a small wrench in my theory, since it's obviously not new, hasn't been gone, and I don't think anyone ever thought it was being replaced. But the point is, I doubt there's a particular bias against small arms. It probably just happens that the weapons they decided to highlight early on aren't small.

I did see a human pistol in the Spartan Ops footage Grim IV linked to yesterday though, so at least we know it's present in some form. There wasn't any indication (at least from what I could tell) of whether it's scoped or not, though.

And actually, does the sticky detonator count as small arms? Its effects probably put it in the power weapon category, but it is pretty small. Hmmm......
