Yeah, it's probably just the client-side aspect of Reach's hit detection. Reach seems to allow for a fair amount of timing and position nudging client-by-client, and this comes hugely into play for the hitscan stuff. It's probably the same reason people get "sniped through walls"; the client probably actually shot before you were behind the wall, or at least before their console was told that you were.
