I dunno about making no sense exactly. NATO still exists today and even continues to expand, despite the Warsaw Pact being disbanded 20 years ago. I mean, even though there is a galaxy spanning government in Halo, we have the "United Nations Space Command". As for the reference in Halo though, it could just be that the name for that particular ammunition was never changed. Its not a new thing in Halo, all the MA rifles have used the 7.62x51mm NATO round.
