Heck, let's have a plasma pistol that does virtually no damage unless you overcharge it, but have the overcharge not stun, take away, or disable anything but shields. Let's have a shotgun that's like firing tissue paper-- and a random amount of tissue paper at that. Why not? Everyone knows nostalgia tastes better going down the second time.
