The Arbiter could use it in Halo 2, but that didn't exactly make those levels easy on high difficulties. Also, if you stand still, the enemy still knows where you are because the radar blips surround you. If the radar wasn't jammed, you could crouch and move around to remain stealthy, but the radar jammer acts as a god damn alarm system.
