That hasn't been my experience. We use the Jammer and AC on Last Resort effectively all the time. Sure, the defenders should know the AC guy is lurking around but he can use the period the Jammer is active to run unhindered into the base instead of creeping while his AC runs out.

Using the Jammer during a Team Slayer game is a bad choice. I agree on that. I made that mistake on my early Stonehenge maps. I fixed it in my newest version by setting the Jammer's symmetry to asymmetrical which effectively turns it off for all Slayer gametypes. It works great for Flag and Bomb.
