I see where you're coming from, but I don't think this post argues your point particularly well. The Elites were just as blind as the Brutes were, if not moreso. Honor and dignity had little to do with it. No one questioned him in the first place; he is the supreme religious leader of the Covenant, after all.
Besides, it would have served him better to just wear his Halo 3 mask throughout the entirety of the second game, were that his agenda.
Perhaps a better point to argue is that he wears a mask throughout Halo 3, and his true intentions are hidden by the way Halo 3's story is told. This breaks down when Truth dies though, as his last lines play up what could have just been his mask. And you know what they say about people's final words...
I think it's simply a case of Bungie deciding to cut those certain ties with Halo 2 (something they seem to have done across all fronts).
PS - I'd be interested to live in a world where Halo 2's story wasn't shoved into a pit by the vocal critics/audience. I bet Halo 3 would have been a lot more daring in the terms we're discussing.
