The Harrier is VTOL, but it operates in many other ways as well. Although its not shown in the games or even mentioned in the fiction, as someone who has always had a bit of a fascination in the world of VSTOL flight, I think it would be reasonable that when it isn't required and when in a normal gravity environment with a reasonable strip of concrete, rolling vertical takeoffs would be conducted. Doing so allows for a higher take-off weight and greatly reduces maintenance workloads because the engines aren't working as hard. It also reduces fuel costs. Unless they are in active combat or its an emergency, even frontline fighterjets will rarely use full power to increase engine life. Possibilities at least.
