Actually, I have a theory about this now that I came up with after hitting post. Perhaps in an early version of Sandtrap, instead of getting mine'd to death, the towers would laser you. But then they maybe wanted fast vehicles to be able to survive out there, so they put the mines in, and the Forerunner Laser was thought to have been rid of.
