At first I thought he was telling a clever lie to : keep the Covenant from glassing every city on Earth, but then he turns : around and tells them it's in Cleveland. :-( : Ackerson was kind of a dick, but he was a tough soldier, and thought he was : doing the right thing to keep Earth safe. I guess. If he was just sending them on a wild goose chase, he would've sent them to Alaska or some deserted place, or maybe his ex-wife lives in Cleveland. My speculation on the key is that it's some kind of reference to the Cleveland culture. Like Osonalan is some famous baseball player, and the key is the key to his locker or something stupid like that? Eh?
