I have been entertaining an idea in my head for a fanfiction based around Primative Elites and prophets living on a world riddled with forerunner technology. Age of discovery could refer to the realization that this hard metalic objects across the ground are not indestructable rocks but tools.
If you think about it, if an infant constantly found cellphones litered across the ground, they might think they were as naturally occuring as rocks and trees. But its just speculation.
