Halo 2 Xbox and Windows Vista

Could the fact that the new Halo 2 maps being made will be available only to 360 owners have something to do with Xbox/Vista compatability? I don't really know enough about how this stuff works, but I thought that maybe that had something to do with it. Even if it technilogically doesn't have a connection, it might commercially have a connection.
