He had to push them around. When they are in that animation with the arms put out like that, the only thing they can move is their head and mouth.

Like when you go through Quartine Zone and it teleports all your allies to the room before the gondola, sometimes a odd Major Elite will be there, weaponless with that werid animation. His head will follow you.
Thats like a "default" animation characters automaticlly go to when the game doesnt know how to animate the character. Also looks like they when you open them up in a 3D modelling program like 3D Studio Max.
